.11 General Construction and Maintenance.

A. A camp operator shall ensure that a camp is in compliance with all applicable local building codes.

B. In the absence of applicable building codes, a camp operator shall ensure that the following minimum criteria are met:

(1) Foundations:

(a) A structure shall be based on a level foundation or pilings which support the structure and prevent the entrance of ground or surface water;

(b) Footings shall be required to prevent settling or shifting of the foundation; and

(c) Wood in contact with the ground shall be adequately treated to protect the wood from deterioration;

(2) Floors:

(a) A floor shall be:

(i) Reasonably level, safe, and in good condition,

(ii) Free of gaps and holes,

(iii) Constructed and maintained so that it is smooth and easy to clean;

(b) A floor which is not smooth and easy to clean or in good repair shall be refinished or replaced and sealed;

(c) A floor subject to excess water, such as a bathroom or laundry room floor, shall be constructed of an impervious skid resistant material and shall be sloped to a floor drain constructed in compliance with State and local plumbing codes; and

(d) A wood floor shall be elevated a minimum of 1 foot above the ground;

(3) Exterior walls or siding:

(a) An exterior wall shall be faced with exterior grade, weather-resistant material which fully covers the walls and which is securely attached and free of gaps and holes; and

(b) An opening for a pipe, conduit, cable, or similar object shall have a snugly fitted collar to eliminate any open space;

(4) Interior wall enclosures, partitions, and ceilings:

(a) A wall and a ceiling shall be constructed of rigid materials without gaps or holes;

(b) A wall shall be smoothly finished and easy to clean;

(c) An absorbent or porous surface including, but not limited to, bare wood, wallboard, particle board, cement block, cinder block, or concrete, shall be sealed or painted;

(d) A partition shall consist of a rigid construction material, not cloth or plastic, and may be of fixed or removable construction; and

(e) A partition shall be installed in a manner which allows the free flow of ventilation and ready egress from a habitable room or common area;

(5) Doors and windows:

(a) An entrance door shall be in good condition, free of gaps or holes, and equipped with a latch and handle;

(b) Entrance steps shall be of safe construction;

(c) A shower room and service building entrance door shall be suitable for the seasonal period of occupancy and may be a screen door and a privacy barrier or a solid door;

(d) A habitable room shall have at least one transparent window which opens directly to the outdoors;

(e) The minimum total window area, including windows in doors, shall equal 10 percent of the floor area, with at least 45 percent of the required window area operating to provide for ventilation; and

(f) A door and a window shall hang correctly, open easily, and fit tightly when closed to seal out the elements;

(6) Roofs:

(a) A roof shall be structurally sound and sufficiently weatherproof to prevent the entrance of wind or precipitation; and

(b) A rain gutter, flashing, or other apparatus or measures shall be provided, if necessary, to prevent excess water from entering a structure or to prevent water damage to a structure;

(7) Vermin proofing:

(a) A structure shall be constructed to be fly-proof, rodent-proof, and vermin-proof;

(b) A building shall have skirting, with suitable allowances for ventilation, if trash or debris accumulates under the building; and

(c) Appropriate control measures shall be used to prevent decay and termite attack.

(8) Abandoned structures: An abandoned, dilapidated, or unapproved structure in disrepair, which provides potential rodent harborage or which is a fire or safety hazard, shall be removed or repaired.
